A New Strategy to Strengthen Europe Research and Technology Infrastructures
On 15 September 2025, the European Commission published a new Communication outlining its strategy to reinforce and modernise research and technology infrastructures (RTIs) across the EU. This policy aims to ensure Europe remains competitive in key areas such as clean tech, AI, quantum, biotech, and advanced manufacturing—while enhancing access and capacity for clusters, SMEs, and regional innovation actors.
The strategy highlights several priorities relevant to the cluster community:
Greater support for cross-border collaboration and shared infrastructure use
Improved access for SMEs, startups and regional ecosystems
Stronger alignment with EU missions, industrial policy and the Green Deal
Coordination of investment at EU, national and regional level
RTIs are the backbone of innovation and industrial leadership—and clusters play a critical role in linking them with ecosystems that turn science into real-world impact.
