Administered by the Netherlands Enterprise Agency (RVO.nl) and funded by the Ministry of Economic Affairs and Climate Policy, the Seed Capital scheme provides capital for investment funds backing innovative entrepreneurs in the technology and creative sectors. The scheme effectively brings the supply and demand sides together.

On the supply side, it helps investors to find promising and innovative investment opportunities. Private lenders and the government raise joint funds to invest in promising techno-starters and creative start-ups . Seed Capital offers investors enough security and the chance to share in the success of the start-ups. 

On the demand side, the scheme helps innovators to find investors. Participating fund managers channel their networks and knowledge to help young companies. A number of Seed funds have been launched.

The 2018 budget is € 24 million with around € 250 million extra funding available for fast-growing companies to further expand their activities. Half of this money comes from the Ministry of Economic Affairs. The other half comes from private investors who support start-ups through the Seed Capital scheme.
